Certification errors

Duplicate build metadata files were found in the manifest of package

Partner Center shows this as a package acceptance validation error when you upload. The full message ends with the file that appears twice, usually makepri.exe.

What it means

The manifest's build metadata lists the same tool twice with different versions. In the Microsoft Q&A thread, the manifest had both MakePri.exe 10.0.19041 and makepri.exe 10.0.22621, so two different Windows SDKs ran during the build. It came up when a Windows Application Packaging Project wrapped a UWP project.

How to fix it

  1. Unzip the package or open its AppxManifest.xml and look for two
    build:Item
lines with the same tool name. That tells you which tool is doubled.
  2. If you package a UWP project through a Windows Application Packaging Project, a Microsoft moderator suggests packaging the UWP project directly instead.
  3. Two developers fixed it by removing the Microsoft.Windows.SDK.BuildTools NuGet package from the packaging project. Another set the same minimum and target Windows version in every project so one SDK was used.
  4. Rebuild and upload the new package.
