You don't have permission to submit framework packages at this time
Partner Center shows this as a package acceptance validation error when you upload. The full message names the package, like "Package Microsoft.VCLibs.x64.14.00.appx is a framework package."
What it means
You uploaded a framework package, such as Microsoft's C++ Runtime package Microsoft.VCLibs, next to your own package. Framework packages come from Microsoft and the Store installs and updates them itself, so developers can't submit them. Your app should reference the framework in its manifest instead.
How to fix it
- Remove the framework package from the Packages page. If your build output has a Dependencies folder with Microsoft.VCLibs files in it, leave those out of the upload.
- Make sure your manifest declares the framework as a dependency. For the C++ Runtime 14.0 used by desktop apps, Microsoft gives this:
<Dependencies> <PackageDependency Name="Microsoft.VCLibs.140.00.UWPDesktop" MinVersion="14.0.24217.0" Publisher="CN=Microsoft Corporation, O=Microsoft Corporation, L=Redmond, S=Washington, C=US" /> </Dependencies> - Microsoft says packaged desktop apps that need the C++ Runtime must use this framework package instead of shipping the Visual C++ redistributable DLLs, which can make the app fail when it runs.
- Upload only your own package or bundle again.
Sending the fixed update with StoreFast
StoreFast can send your next update to Partner Center from a dashboard, CI or a coding agent.
